Elizabeth M. Waterbury, P.E., P.P., C.M.E. E.M. Waterbury & Associates
Elizabeth Waterbury is the founder and President of E.M. Waterbury & Associates, P.A. A graduate of Rutgers University with a BS in Civil Engineering with a major in Construction Management, she began her carrier as a field inspector before moving on to transportation design and eventually to Land Use. Her main focus for the past 25 years relates to all aspects of Land Use and Land Use Development and her experience as a design engineer, municipal engineer, and Board Chair of her community’s Planning and Zoning Boards enhances her knowledge. She is known as an engineer that thinks out of the box to solve challenges that arise. An Adjunct Professor at New Jersey Institute of Technology and Monmouth University, she has mentored tomorrow’s engineers for more than 15 years. Elizabeth is a 25 year member of The Professional Woman Network and PWN Board of Advisors appointee for more than 15 years. She is a lifelong resident of Monmouth County and avid fisher.

Qizhong (George) Guo, Ph.D., P.E., D.WRE Rutgers University School of Engineering Department of Civil and Environmental Engineering
Dr. Qizhong Guo is a tenured Professor of Civil and Environmental Engineering at Rutgers University and serves as Director of the Rutgers Hydroinformatics Laboratory. He received his B.E. degree from Tianjin University, China in 1982 and received his M.S. and Ph.D. degrees from St. Anthony Falls Hydraulic Laboratory at University of Minnesota, Minneapolis in 1987 and 1991, respectively. He is also a registered Professional Engineer in Civil Engineering. His primary professional interests are in hydraulics, urban storm water management, and watershed and water quality modeling. He has published over sixty journal papers, conference proceedings, and project reports. He has also directed and co-directed over one hundred post-doctoral, doctoral, Masters, and undergraduate students in their research. Dr. Guo is a licensed civil engineer and a diplomate of the American Academy of Water Resources Engineers.
